About Us

Who We Are

The Harvard Union of Clerical and Technical Workers (HUCTW), also known as AFSCME Local 3650, is a labor union made up of more than 5,000 skilled and committed staff working in every corner of the University — in Harvard’s offices, laboratories, libraries, museums, houses, and clinics. Our union has been negotiating  constructively with Harvard’s administrative and academic leaders for over 30 years. We have negotiated ten agreements that have been recognized, within the University and more broadly, for their thoughtful attention to modern workplace issues, innovative benefit design, and consistent, energetic emphasis on workplace learning, flexibility, and positive union-management relations. We are affiliated with the national union, the American Federation of State, County and Municipal Employees (AFSCME).  More>>

History and Principles

We ratified our Union in June of 1989, but the ideas and work behind organizing Harvard stretch back decades. Along with traditional ideas of solidarity and advocacy, our Union places importance on grassroots organizing, constant communication, and trainings to help members negotiate their everyday working lives. We also view mutual kindness and respect as values necessary to maintaining this goal. More>>

These Frequently Asked Questions answer some of the key questions members often want to know, such as “Am I a member?,” “How much are dues?,” “Who can I contact if I have a problem or question?” More>>

Joint Committees

Employee participation through joint activity and joint union-management structures (where HUCTW staff and Harvard managers work together on matters of mutual concern) strengthens organizational performance and operations. In keeping with this idea, the University and the Union have created a number of subject-based, University-wide joint committees, allowing for regular union-management collaboration on significant ongoing issues.
